Scholarship programmes support refugees from Ukraine to participate in Hungarian higher education

Programmes offering special grants for students and teachers coming to Hungary includes Stipendium Hungaricum, Erasmus+, Makovecz Programme, and CEEPUS.

Following the government's decision, the Stipendium Hungaricum Programme supporting foreign students in obtaining a degree in a Hungarian higher education institution has been extended with the Students at Risk Programme, which provides support to students from Ukraine whose studies or research are interrupted because of war, catastrophe, prosecution etc. For students fleeing the war in Ukraine, the subprogramme provides scholarships for studies in Hungarian higher education institutions. The opportunity is also open for those who already pursued higher education studies before and those who only have a secondary school graduation certificate. The programme is coordinated by the Tempus Public Foundation, and is funded by the Ministry of Foreign Affairs and Trade of Hungary. Applicants from Ukraine can currently apply for the academic year 2024/25 within the framework of the Stipendium Hungaricum Programme as well as the Students at Risk Subprogramme. The amendment to the Makovecz Programme allows Hungarian students, teachers, and higher education professionals from Transcarpathia to participate in higher education in Hungary and across the whole Carpathian Basin. The programme provides an additional HUF 130 million grant to cover the participants' scholarship and support for their close relatives.

Tempus Public Foundation is also providing support for hosting Ukrainian and third-country higher education students, lecturers and staff arriving in Hungary in the framework of the Erasmus+ programme. Incoming mobility support for Ukrainian participants is a new element of the programme. Lecturers who were working in a Ukrainian higher education institution before their arrival in Hungary can also apply for support, the monthly rate of which will be determined on a national level.

According to the current information from the European Commission, in 2023 it is still possible to support the mobility of students and staff who have been forced to flee from Ukraine due to the war in Hungary. This support is available from the 2021, 2022, and 2023 KA131 outgoing budgets in the categories of student studies and traineeship mobilities and staff teaching and training mobilities (SMS, SMT, STA, STT).

For ongoing 2022 and 2023 KA171 projects, there is still the option for reallocation between Region 4 (Russian Federation) and Region 2 (Neighborhood East).

According to the information provided by the European Commission, students who have been forced to flee from Ukraine due to the war can receive Erasmus support for a maximum of 12 months per training cycle in accordance with the program's general rules. This period includes previous Erasmus mobilities and zero-grant periods. For staff, support contracts can be concluded for a period ranging from 2 or 5 days up to 60 days, following the program's general rules. Multiple contracts can be concluded if needed. Zero-grant periods can be included in the support contract; however, exclusively zero-grant contracts cannot be concluded.

The CEEPUS programme, which provides opportunity for study abroad periods, research activities and short-term student mobilities in Central Eastern Europe and the Western Balkans, made it possible by an extraordinary decision for university students and teachers from Ukraine to participate in mobilities through a simplified application process, provided that the host country has introduced such measures. By restructuring programmes and reallocating resources, the aim is to ensure that as many higher education actors as possible are able to provide the right learning and teaching conditions in Hungary for refugees fleeing the war. To this end, the organisation's representatives are in constant consultation about the programmes they manage at national and European level and seek to ensure the most flexible conditions for participants.
